Tato diplomová práce popisuje principy statistického strojového překladu a demonstruje, jak sestavit systém pro statistický strojový překlad Moses. V přípravné fázi jsou prozkoumány volně dostupné bilingvní česko-anglické korpusy. Empirická analýza časové náročnosti vícevláknových nástrojů pro zarovnání slov demonstruje, že MGIZA++ může dosáhnout až pětinásobného zrychlení, zatímco PGIZA++ až osminásobného zrychlení (v porovnání s GIZA++). Jsou otestovány tři způsoby morfologického pre-processingu českých trénovacích dat za použití jednoduchých nefaktorových modelů. Zatímco jednoduchá lemmatizace může snížit BLEU, sofistikovanější přístupy většinou BLEU zvyšují. Positivní efekty morfologického pre-processingu se vytrácejí s růstem velikosti korpusu. Vztah mezi dalšími charakteristikami korpusu (velikost, žánr, další data) a výsledným BLEU je empiricky měřen. Koncový systém je natrénován na korpusu CzEng 0.9 a vyhodnocen na testovacím vzorku z workshopu WMT 2010.
Supranational and intergovernmental approach to the accession process of Montenegro to the European Union

The volume deals with the analysis of the relationship of the two dominant theoretical approaches of European integration - supranational and intergovernmental - towards the EU enlargement policy on the example of the accession process of Montenegro. The research goes into depth by analysing not the complex accession process as such, but the relations and attention of various European institutions and the EU member states to the particular and deliberately selected negotiation chapters of the Acquis Communautaire. The main aim of the thesis is to find out to what extent and whether at all does the behaviour of the EU institutions and its member states by the accession process correspond with the internal structure of the EU policies and competences stipulated in the EU treaties. The thesis succeeded to show that there is no reason to believe that the activities of the supranational institutions of the EU - the Commission and the Parliament - are dominant by chapter which is closely connected to the exclusive competence of the EU or that they would pay any special attention to this chapter. Beneš-decrees and the accession of the Czech Republic to the European Union

The thesis called Beneš-decrees and the accession of the Czech Republic to the European Union focuses on the Beneš-decrees as a restriction of the accession to the EU. The thesis aims at verification of hypothesis which says that the Beneš-decrees could not be in contrary to EU law (acquis communautaire). Methodology used in my thesis are analysis of law documents, ten Beneš-decrees, Amnesty act and comparison of law opinions. The first chapter defines the concept of the Beneš-Decrees eleminating the number of decrees only to ten, which are relevant for my thesis. The second chapter summarizes the period of time after Beneš-decrees were published and deals with the Sudeten German question . The third chapter focuses on the role of the Beneš-decrees in the current legal order of the Czech Republic. The last chapter defines conditions needed for joining the EU, how the Czech Republic fulfilled these conditions and compares four legal opinions, which were expressing compatibility of Beneš-decrees and Amnesty act with acquis communautaire. In the end, I summarize the most relevant arguments mentioned in legal opinions and answer the scientific question and hypothesis I set in the begining.
Selected directives of the European Union from the period 2009 - 2010, their transposition and economic impact in the Czech Republic

The aim of thesis is to evaluate the effect of selected directives in individual sectors in the Czech Republic. The theoretical part defines the defining characteristics of European Union law, especially the directives and their transposition into the Czech rule of law, also describes the decisions and voting in EU and lobbying organization. The analytical part deals with the four selected directives: biofuels, renewable resources, electronic communications and energy performance of buildings. For each directive analysis was made of the transposition and influence in the sector with the result which confirmed in all directives the prevailing negative impact for the Czech Republic.
Summary and analysis of the acquis communautaire and the domestic law in the area of renewable energy sources

The goal of this diploma's thesis is to analyze legal regulation of renewable energy sources in a context of environmental and energy law, up to the scale of subordinate legislation. The work presents summary analysis of the past and present developments in the energy law in connection to the actual problems in this field. This work gives comprehensive overlook of the legal regulation including legal regulation of the subsidies and usage of the renewable sources of energy. The overlook of recent history describes the original regulation by law regulation, as well as changes in the legal regulation connected to the changing cost of renewable energy. The first chapter gives the definition of terms, the second chapter is about European law in the area of the renewable energy sources. The third chapter focuses on the domestic legal regulation of Czech Republic. The fourth chapter brings analysis of renewable energy sources concerning other Community policies like energy security and environmental law and the fifth chapter looks into present tendency in the legislation sphere in context with present issues.
